Clause 9 Management Review
In ISO 45001 management review requires an engagement of top management in setting expectations or what is referred to a strategic planning. This is interpreted to mean that top management must be engaged in setting overall program goals and objectives, but also involved in improvements and actions to be taken.
Management must review the organization’s safety management system at planned intervals to ensure suitability, adequacy, and effectiveness.

4.) Safety performance: trends in
A. Incidents, nonconformities, corrective actions, continual improvement
B. Monitoring and measurement results
C. Results of compliance with legal and other requirements
D. Audit results
E. Consultation and participation of workers
F. Risk and opportunities
G. Adequacy of resources
H. Communications with interested parties
I. Opportunities for continual improvement
The outputs or results of management review shall include decision related to:
1.) Continuing suitability, adequacy, and effectiveness of the safety management system in achieving its intended outcomes
2.) Continual improvement opportunities
3.) Need for changes to the safety system
4.) Needed resources
5.) Opportunities to improve integration of the safety system with other business processes
6.) Strategic direction
Results of the management review shall be communicated to workers and worker representatives
The results report shall be retained as evidence of management reviews.
The bulk of clause 9 covers management review of the safety system function as an overall program. However in the Employee Oriented Safety System it is vital to have management review of all programs at the safety manager level and local facility management level. After action reviews are a good example of management review of the emergency action plan and response. Management review at the local level allows and provides data for the annual or top management review of the entire system. Program effectiveness audits are a process where continual improvement and local management review meet in preparation for annual reviews and strategic planning.
